I'd say yes.. Definitely. In todays economy, unless they were getting paid by Sony to make the game, then yes, it would be dangerous for a small company.
Face it, unless the game is huge, most games don't sell bucket loads on the PS3. That has been proven.
I don't know why a small company would want to make an exclusive game anyway, especially on the most difficult, and time consuming, system to program for.

It's as Xi said.. PSn seems much better because of the lack of headsets. No PS3, as far as I know, comes with a PSn headset. On the other hand, every x360 comes with a Live Headset. I've played on my friends PS3 many times where not a single person in the game was talking or had a headset. I hardly ever go a game on Live without at least one other person talking.
